No, purslane is toxic to dogs. It contains soluble calcium oxalates, crystallizes in the urinary tract, and causes kidney stone formation. Consuming purslane in exorbitant amounts can irreparably damage the kidneys of dogs. Without immediate treatment, this can turn fatal.
