Yes and no. Cornmeal is not toxic to dogs, but it doesn't mean dogs should be eating it. Cornmeal is a gritter version of corn flour; it is often used as a filler food. Because of the loss of nutrients from the milling process, cornmeal is typically enriched with thiamin, niacin, riboflavin, and iron. Corn consumption often causes many health issues in dogs, such as allergies.
